North Scottsdale keeps adding places to park a car collection. The Autobox is building its second Airpark location, Finish Line Auto Club is replacing the old Fender headquarters, and in July 2026 a third developer announced 32 garage condos on a vacant corner at Bell Road and 91st Street. This guide covers what Elite Garages Scottsdale is, where it sits, what each unit includes, what is known about cost, and where the city approval stands. Every figure comes from the developer’s website, the City of Scottsdale’s case file or named news coverage, and this page gets updated at each milestone through construction.

What Elite Garages Scottsdale is

Elite Garages Scottsdale is a garage condominium, often called a car condo. You buy a garage suite and receive a deed to it, the same way you would with a residential condo, and an owners’ association looks after the gates, grounds and clubhouse. It is not a storage rental and it is not a membership club with staff who park your car.

The plan filed with the city, as reported by AZBEX, is three garage buildings holding 32 units, plus a separate office and clubhouse building. Garages are delivered as conditioned shells that owners finish to their own taste. The developer points buyers to Garaza Design, a Scottsdale garage-interiors firm, for lifts, cabinetry, flooring and full showroom build-outs.

Uses the developer lists for the suites:

  • Vehicle storage for collector cars, exotics, motorcycles and other toys
  • A private workshop with room for a lift
  • A lounge or entertaining space, typically on a mezzanine above the cars
  • Display space for collections that have outgrown the house

Where it is: Loop 101 and Bell Road

The City of Scottsdale’s case file puts the project at 16990 N. 91st Street, Scottsdale, AZ 85260. That is the southwest corner of Bell Road and 91st Street, at the Loop 101’s Bell Road exit, in what the city calls the Greater Airpark area. The Maricopa County parcel number on the application is 217-13-006A.

The developer’s website lists the location as “91st Street & Bell Rd, Scottsdale, AZ 85382.” 85382 is a Peoria ZIP code on the other side of the Valley. The city’s case file uses 85260. If you are driving to see the site, enter 16990 N 91st St, Scottsdale, AZ 85260.

Three things make the corner work for a garage project. The Loop 101’s Bell Road interchange is right there, so a car can be on the freeway within a minute or two of leaving the gate. WestWorld is close enough that a Barrett-Jackson purchase can be driven over the same afternoon. And DC Ranch and Silverleaf, the two communities the developer names in its announcement, are a short drive north, with McDowell Mountain Ranch and Grayhawk close by too.

Unit sizes, standard features and upgrades

The developer’s website lists three floor plans: 1,300, 1,500 and 1,900 square feet, with custom configurations available. Here is what is included and what costs extra, combining the website with the July 2026 launch announcement.

Two details are worth pinning down with the sales team, because the sources do not match exactly. The website says “20–22′ interior clear height” while the announcement says approximately 22 feet. And the website’s standard list says “HVAC included” without a size, while the announcement says 5 tons. Get the numbers for your specific unit in writing. The overhead door dimensions have not been published at all, which matters if you plan to store an RV, a lifted truck or an enclosed trailer.

⚡ AZ INSIDER TIP: think in cubic feet, not square feet

A 1,500-square-foot garage with a 22-foot ceiling holds about 33,000 cubic feet of air. That is about the same volume as a 3,700-square-foot house with 9-foot ceilings. It explains the 5-ton air conditioner, and it means the summer electric bill will look like a house’s, not a storage unit’s. Ask the sales team what thermostat setting the system is designed to hold in July, and whether insulation values are in the spec. Several of the interior images that ran with the announcement are credited to Garaza Design, and the developer’s site notes that renders are for illustration and may not reflect the final build. Treat them as a picture of what a finished suite can look like after upgrades, since the base unit is a conditioned shell.

How much will a unit cost?

Elite Garages Scottsdale has not published prices, and this page will not guess at them. Units are reserved and priced through the sales team. What can be said with sources:

  • Project cost. The Phoenix Business Journal reported in July 2026 that Platinum Advisors plans to develop the project for just under $20 million.
  • Market range. Only Garage Condos’ Arizona tracker puts premium Scottsdale garage condos at roughly $425 to $600 per square foot, with most clubhouse communities statewide selling between $250,000 and $650,000.
  • Ongoing costs. Association dues, property tax, electricity, insurance on the unit’s contents, and whatever you spend on the build-out. None of these have been published for this project.

The rezoning is the item to watch. The site is zoned Central Business, Planned Community District (C-2 PCD), and the application asks to change it to Industrial Park, Planned Community District (I-1 PCD) with a development plan, which is the district that allows a vehicle storage facility. According to AZBEX’s summary of the filing, the garage buildings are planned at 24 feet tall and the office and clubhouse building at 36 feet on an 800-square-foot footprint.

AZ Charged checked the City of Scottsdale’s online case file on October 6, 2026. The case status was In Review. The workflow showed two substantive staff reviews logged as “Not Passed,” on August 3 and September 24, with another review open and no Planning Commission or City Council hearing scheduled. In this kind of permitting system, a review marked not passed normally means staff sent comments back for the applicant to address. It is a routine part of a rezoning, not a denial.

💡 What that means for the December groundbreaking

This is our reading of the schedule, not a statement from the developer. A rezoning in Scottsdale goes to the Planning Commission for a recommendation and then to the City Council for the final vote. With neither hearing on the calendar in early October, a December 2026 groundbreaking leaves very little room. The completion target has already moved once, from Q3 to Q4 2027. If you are reserving, ask the sales team for the expected hearing dates. You can also call the city’s Current Planning office at 480-312-7767 and ask about case ZN-0009-2026.

One date that is fixed: the 2027 Barrett-Jackson Scottsdale auction runs January 23 to 31, 2027 at WestWorld, a nine-day format that is new for 2027. The garages will not exist yet for that one.

Who is behind it

The developer is Platinum Advisors, an Arizona commercial real estate firm founded by Jim Riggs, who is also the broker named on the project’s website. The company’s background is office condominiums. Its launch announcement says it has developed 56 office condo projects in seven states, 29 of them inside the Scottsdale Airpark, and has received NAIOP Developer of the Year honors. Selling individually deeded units in a shared building is the same business model as a garage condo, applied to a different kind of space.

In the announcement, Riggs called Scottsdale one of the country’s leading automotive and luxury lifestyle markets and said the project is meant to give enthusiasts a space they own alongside like-minded neighbors.

The same team is planning Cartique

Platinum Advisors is also behind Cartique, a 100,000-square-foot automotive attraction with car displays, art, dining, driving simulators and event space. When it was first announced in October 2024, Connect CRE reported it was headed for The Riverwalk at Talking Stick, with a mid-2025 groundbreaking and an opening at the end of 2026. The July 2026 announcement now says it is expected to break ground in Scottsdale in early 2027. Cartique is a separate project from Elite Garages, and it is a useful reminder that development dates move.

How Elite Garages compares with other North Scottsdale garage condos

Five ownership projects are open, under construction or planned within a few miles of each other. All of them sell deeded garages. They differ in size, in how much club comes with the garage, and in how far along they are.

Notice the last row. Toy Barn, which already has two completed garage-condo communities in the Scottsdale Airpark, is planning its largest location yet at the same freeway interchange as Elite Garages: 135 garages across two phases on 10 acres, according to the Phoenix Business Journal’s July 2026 report. Its first phase alone is twice the size of Elite’s whole project. On the developers’ current targets Elite would finish first, in late 2027, with Toy Barn’s first phase following in spring 2028. Collectors in DC Ranch, Silverleaf, McDowell Mountain Ranch and Grayhawk who want their cars a short drive from home. Buyers who want a smaller community of 32 owners with a clubhouse, without annual club dues layered on top. People who want to design the interior themselves, starting from a conditioned shell.

⚠️ Who should look elsewhere

Anyone who needs space this winter, since the earliest completion date is late 2027 and the city approval is still pending. Anyone who wants a staffed club with food, drink and an events calendar, which is the Finish Line model. Snowbirds storing one car for the summer, who are better served by a storage facility that rents by the month.

11 questions to ask before you reserve

A reservation on a project that is still in rezoning is a bet on the developer’s schedule. These questions cover what the public materials leave open.

  1. Is the reservation deposit refundable, and until what date or milestone?
  2. Where does rezoning case ZN-0009-2026 stand, and what happens to my reservation if the city changes or denies the plan?
  3. What is the price of my specific unit, and what is the price of each upgrade?
  4. What exactly is standard, in writing? HVAC tonnage, electrical service, insulation and the overhead door operator.
  5. How wide and how tall is the overhead door, and what is the true clear height in my unit?
  6. What load is the slab designed for, and are two-post and four-post lifts both allowed?
  7. What are the estimated association dues, what do they cover, and is there a reserve fund?
  8. What do the CC&Rs say about overnight stays, running a business, selling cars from the unit, renting it out, noise and hours?
  9. Can I add EV chargers, and is each unit separately metered for power and water?
  10. What completion date goes in the contract, and what are my options if it slips?
  11. Which lenders have financed garage condos for your buyers, and how will the unit be classified for property tax?
