What is Halo Vista in Phoenix?
Halo Vista is a $7 billion, roughly 2,300-acre master-planned development wrapping around the TSMC Arizona chip campus in north Phoenix, on the west side of I-17 between Loop 303 and Carefree Highway. It is planned for nearly 30 million square feet of industrial, office, retail and hotel space plus up to 8,960 homes.
The first confirmed arrivals are a Costco (targeted for the first half of 2027), an 11-lot auto mall with seven dealer groups already committed (first dealerships in 2028), and a 253-room Courtyard and Residence Inn by Marriott (early 2028).
Developers Mack Real Estate Group and McCourt Partners broke ground on March 26, 2026, and expect the full buildout to take 15 to 20 years. Everything below was checked against the developers, public records and local reporting on October 1, 2026.
Halo Vista at a glance
Halo Vista is the reason the empty desert on your left as you drive north toward Anthem now has grading equipment on it. The land was State Trust land until May 29, 2024, when an affiliate of Mack Real Estate Group won the Arizona State Land Department auction with a $56.28 million bid for more than 2,300 acres. Five months later the company and its partner, McCourt Partners, gave it a name. CEO Richard Mack told AZ Big Media it is a double reference: the site wraps around the Taiwan Semiconductor Manufacturing Company (TSMC) campus, and the vista is the view of the surrounding desert and the Valley stretching south.

Where is Halo Vista? Location, map and I-17 exits
Halo Vista is in north Phoenix, inside Phoenix city limits, on the west side of Interstate 17 between Loop 303 and Carefree Highway (State Route 74). It surrounds the TSMC Arizona campus at 5088 W. Innovation Circle. Dove Valley Road runs east to west through the middle of it, and 43rd Avenue and 51st Avenue are the north-south roads that reach into the site.
The pin marks the I-17 and Dove Valley Road interchange, the front door for the Costco, shops and hotel. Halo Vista spreads west and north from there, around the TSMC campus. The developers publish their own interactive site map showing each district.

How far Halo Vista is from the rest of the Valley
- Anthem: about 7 miles north on I-17 (Anthem Way is Exit 229).
- Norterra and Happy Valley Road: about 4 miles south (Exit 218).
- Loop 101: about 8 miles south (Exit 214).
- Downtown Phoenix: about 22 miles south, measured to the I-10 interchange.
Those distances come straight from the I-17 mileposts, measured from the Dove Valley Road exit. The neighborhoods that will feel Halo Vista first are Tramonto and Sonoran Foothills just across the freeway, then Anthem, New River and Desert Hills to the north, Norterra and Stetson Valley to the south, and the Lake Pleasant side of Peoria to the west.
What is being built at Halo Vista: the full tracker
Halo Vista’s first confirmed projects are a Costco, an 11-lot auto mall, a dual-branded Marriott hotel, a 33,600-square-foot retail center and a 780,000-square-foot industrial phase. This table lists each one with the company building it and the most recent timing anyone has put on the record.

Halo Vista auto mall: the car dealerships coming to I-17 and Carefree Highway
The Automall at Halo Vista is a 130-acre, 11-lot dealership complex at the southwest corner of I-17 and Carefree Highway, developed by Scottsdale-area De Rito Partners. It is the first large land sale inside Halo Vista: Maricopa County records show De Rito paid Mack Real Estate Group $67,376,129 for the site on September 23, 2026, according to the Phoenix Business Journal.
You were right if you thought you saw something about car dealerships. Seven dealer groups have committed, and eight of the 11 lots are spoken for, because Findlay Automotive Group took two. The Arizona Republic named all seven on September 29, 2026. Three lots are still open.

Auto mall facts and timeline
- Developer: De Rito Partners Development, led by CEO Marty De Rito, which also developed the Chandler 202 Automall. De Rito told the Arizona Republic the company first started planning a north Phoenix auto mall with the city in 2017.
- Size: 11 dealership lots of roughly 9.5 to 15 acres each, per the leasing brochure. The recorded sale puts the site at 130 acres; De Rito’s own auto mall page lists 125.38 acres.
- Who builds what: De Rito handles the roads, utilities and site prep. Each dealer group builds its own store.
- Construction: De Rito told Valley Vibe in June 2026 that site construction should begin in the first half of 2027.
- Opening: the first dealerships are expected in 2028, per the Arizona Republic.
- Also planned: a gas and diesel convenience store on the auto mall site.
- Traffic: De Rito’s marketing claims visibility to 159,576 vehicles a day from the surrounding freeways.

Halo Vista Costco: location and opening date
The Halo Vista Costco will sit on the west side of I-17 near Dove Valley Road (Exit 222), between Loop 303 and Dove Valley. It was announced on October 3, 2025, as the first retail anchor for the whole development.
One caution on the date. Costco itself has not announced an opening day. The “first half of 2027” target comes from Common Bond Development Group, which is building the shops next door, in a May 2026 Phoenix Business Journal interview. A Halo Vista spokesperson told Valley Vibe in June 2026 that crews were salvaging native plants, with grading to follow and many of the native trees going back into the site. A fourth-quarter 2026 start and a first-half 2027 opening is a tight schedule, so I would plan on mid-2027 at the earliest and watch for Costco’s own announcement.
Nearest Costco until then: the warehouse at 19001 N. 27th Avenue, just off I-17 near Loop 101, roughly 9 miles south of Dove Valley Road. East-siders use the 2450 E. Beardsley Road store near Cave Creek Road. Both are the standard Saturday zoo that every Valley Costco is.
Marriott hotels and The Shops at Halo Vista
The Shops at Halo Vista is an 11-acre retail and hotel project at the northwest corner of I-17 and Dove Valley Road, next to the Costco. Phoenix-based Common Bond Development Group, the company behind the Global Ambassador hotel, is the developer.
Courtyard by Marriott + Residence Inn by Marriott
One five-story building carrying both brands, with 253 rooms, meeting rooms, a fitness center, a pool, outdoor courtyards and a lobby bar. Construction is scheduled to start in November 2026 with completion in early 2028. Hotel rooms for visitors from Taiwan were on TSMC’s wish list for the project, AZ Big Media reported.
Shops and restaurants
33,600 square feet of leasable space in four buildings. No tenant has been named. Common Bond says it is looking for full-service restaurants, fast-casual restaurants, coffee, bagels, boba tea and service retail, with openings targeted for fall 2027. Phoenix Commercial Advisors is handling leasing.
Beyond this first corner, the master plan shows a larger regional retail district called Lumen Square, described by the developers as flagship retail, dining and hospitality, and a walkable Town Center. Neither has a published size, tenant or date yet. Halo Vista homes and apartments: what is actually planned
There are no homes for sale and no apartments for rent at Halo Vista as of October 1, 2026. The master plan allows up to 8,960 residential units, and the developers describe them as multifamily housing concentrated in the Town Center district, aimed at people who work at TSMC and its suppliers. I could not find a single announced home builder, apartment developer or price.
TSMC’s leadership asked for housing, hotels, retail, healthcare and a full range of schools near the campus, according to AZ Big Media. Richard Mack has said Arizona State University would be the natural partner for an engineering school at Halo Vista, though no deal has been signed. Greater Phoenix Economic Council CEO Christine Mackay told AZFamily the team is already working with daycare providers to identify sites. The Halo Vista master plan: six districts
Halo Vista is divided into six districts, and about 60% of the land is anticipated for industrial use. These are the names the developers use on their districts page:

The first industrial buildings were announced in August 2026: Phase I is more than 780,000 square feet in seven buildings, ranging from 43,000 to 203,000 square feet, at the northwest corner of Dove Valley Road and 43rd Avenue. Ware Malcomb designed them, CBRE is leasing them, and construction is expected to start in the fourth quarter of 2026. The broader multi-phase industrial plan contemplates about 2.5 million square feet, according to AZ Big Media.
The plan may also get bigger. Mack has applied to the Arizona State Land Department for another 1,473 acres west of the current site, next to Peoria’s Innovation Core district, Valley Vibe reported in June 2026. That land would have to go to public auction, and no auction date had been set.
Why Halo Vista exists: TSMC and the jobs
Halo Vista exists because TSMC needs a city around its factory. TSMC has committed $265 billion to its Phoenix campus after adding another $100 billion in July 2026. Even at the earlier $165 billion figure, the developers described it as the largest foreign investment in U.S. history. The first fab entered high-volume chip production in late 2024, and the full plan calls for six fabs, two advanced packaging plants and a research center. The campus itself grew in January 2026, when TSMC bought another 900 acres of State Trust land for $197.25 million, bringing its footprint to roughly three square miles.
- TSMC jobs: at least 6,000 by 2030, per AZFamily, plus roughly 12,000 construction workers needed for the buildout.
- Suppliers: Richard Mack told Arizona PBS the development is designed to support roughly 1,500 TSMC suppliers and vendors.
- Halo Vista at buildout: an expected workforce of 60,000 to 80,000 people, per AZFamily. De Rito uses 75,000.
- Model: Greater Phoenix Economic Council CEO Christine Mackay calls it Phoenix’s version of Taiwan’s Hsinchu Science Park, where TSMC is headquartered.
Two things every Arizonan asks about a project this size are water and power. The developers say the site has a secured water supply of more than 100 years, and Richard Mack told Arizona PBS the plan includes a wastewater treatment facility that recycles water to drinking standards. On power, APS bought land inside Halo Vista in 2025 for a new substation to serve TSMC and the growth around it, the Phoenix Business Journal reported.

- Mack Real Estate Group (New York): lead developer. CEO Richard Mack says he has worked on the project for almost five years. Chris Janson is president of Mack Halo Vista, and Craig Henig is managing director.
- McCourt Partners: co-developer, founded by Frank McCourt; Jordan Lang is president.
- Willmeng Construction (Phoenix): general contractor for the first phase of roads, water, sewer and utilities.
- De Rito Partners: owner and developer of the auto mall.

Phoenix City Councilwoman Ann O’Brien, who represents District 1, put the local angle this way at the groundbreaking: northwest Phoenix “has always had strong neighborhoods and a great quality of life. What’s arriving now is the economic depth to match it.”
What Halo Vista means for local businesses
A project that brings tens of thousands of workers to the I-17 corridor creates demand long before the last building is finished. Three practical takeaways for Arizona business owners:
- Restaurants and retailers: 33,600 square feet at The Shops at Halo Vista is leasing now through Phoenix Commercial Advisors, with a Costco next door generating the traffic.

Findlay took two lots, so 8 of the 11 lots are spoken for. None of the groups has said which vehicle brands it will sell there, and the first dealerships are expected in 2028.
Are there homes or apartments for sale or rent at Halo Vista yet?
No. As of October 1, 2026, nothing residential is for sale or for rent at Halo Vista, and I could not find any announced builder or apartment community. The plan allows up to 8,960 residential units, mostly multifamily housing in the Town Center district, but the first phase is roads, utilities, retail, hotels and industrial buildings.
